Established City Financial Policies resulting in fiscal stability and sustainablilty.

Instrumental for preparation, presentation and subsequent adoption by the City Council of the Fiscal Year 2024-2025 Citywide budget of $184 million. Receiving annual budget awards from the California State Municipal Finance Officers (CSMFO)

Spearheaded the issuance of $91 million in Pension Obligation Bonds resulting in projected future savings of $39 million.

Coordinated the revision of the storm drain fee through a two step mail in Ballot Measure. This fee adjustment resulted in annual savings of $2.1 million for the City's General Fund. The Ballot Measure was approved by the voters.

Guided the City’s efforts to receive $8.4 million Federal ARPA Funds during the Pandemic. A portion of these funds were used to pay down the Fire Station#2 construction bond to lower debt service.

Initiated the Re-affirming of the City AAA credit rating with Standard and Poors.

Responsible for all the City financial reports through the adoption of Annual Comprehensive Financial Reports (ACFR) receiving annual award from the Government Financial Officers Association (GFOA)

Received excellent annual audit options (unmodified, best possible opinion) from independent auditors during interim and final audits.

Led the implementation of an integrated financial solution which includes, payroll, accounts payable, chart of accounts, utility billing, automated water meter technology, point of sale, time keeping solutions, transparency, inventory and citizen self service.

Conducted a comprehensive User Fee Study and Cost Allocation Plan which determined whether the City is charging the appropriate fees for services rendered.

Initiated a Ballot Measure to adjust the City’s Bed Tax to raise up to $2.0 million per year to go towards, public safety and upkeep/maintenance of public street and roads. This Ballot Measure was approved by the voters.
